This doesn't address if employees will receive their same pay when converted to NSPS. It doesn't say if there will still be some sort of grade so people know where they stand in the pecking order. For all we know, someone who is now a GS-11 and getting GS-11 Step 5 pay may end up getting GS-5 Step 9 pay. Will there still be a sort of "Step" system so that after being somewhere for 2 or 3 years (as in the current Step system), you'll get a raise like you did a Step raise. Are supervisors going to be trained on how to determine what salary their employees will get? Who in the supervisory chain makes the salary determination? The immediate supervisor or a supervisor four steps up in the pecking order who doesn't know the employee? How are bad managers going to be weeded out?
