Performance Management Subpart D- Performance and behavior accountability- Supervisors have to be careful of how much behavior or conduct is considered during performance appraisal ratings. We all encounter problems in our daily life (family, health, property) that at some time may affect our performance. How will management measure this and to what extend. This is not fair to our federal work force. Duty to Bargain and consult- Management will no longer be obligated to bargain any conditions of employment that may be deemed not necessary, therefore any change no matter how substantial or significant it may be to the workforce could be totally ignored. Probationary Periods during promotions- probationary periods if extensive established on career groups and pay bands will not promote the desire for advancement. Serving probationary periods is not appealing to career employees. It makes them feel not trusted and creates a sense of inability. Trust management to hire the right people for the right job without probationary periods. Pay- all employees should recieve cost of living allowance to keep pace with the economy.
