9701.356 Pay Retention I had previously held a GS 2181 - 13 as an Army aviation instrument flight examiner/instructor pilot. Through a reduction in the Army Reserve aviation in 1996, the Army Flight Facility and my position were eliminated. As a result I was offered, through the priority placement program, a position as a GS 301 - 11 with pay retention. For my clarification: Do I understand correctly that section 9701.356 will carry the pay retention forward into the HSPS?
