I am an engineer working in a small field office for the US Army Corps of Engineers. I do have a small suggestion that may assist in formulating your new personnel system. Consider the following implementation idea: 1. Make the proposed personnel system for only new hired employees – like a condition of employment similar to the way direct deposit is for paychecks is now. 2. Open the proposed personnel system to career volunteers like it was for the retirement system change of CRCS to FERS employees in the 1980’s. If the system is reasonable, then the majority of employees will likely convert. 3. This would fully implement the new system over the course of approximately 30 years – a short time compared to government service history. It would still provide hiring flexibility for the future and firing flexibility of any new or voluntarily converted employees. It is important to make the implementation fair to the hard working civilians that support the nation. It seems as though the implementation is rushed and not fully thought through. Some parts of the plan seem arbitrary, for example the 10 labs exempted from the plan until 2008. I am not afraid of change, but I would like implementation to be fair and reasonable.
