Any interim operating procedures issued by DOD for the National Security Labor Relations Board should have the same scrutiny afforded by the Federal Register as the procedures developed by the National Security Labor Relations Board members. This would adhere to the appearance of bias on the part of the Department of Defense and ensure the greatest amount of player buy in was demonstratably sought.
