General comments on overall process - The process of providing review in the federal register is a good process; however, the document lacks specific guidance for implementation and "issuances" that should have been part of this document. Those issuances should have been provided in draft form up front. The timeframe originally proposed for implementation for my organization is in July 2005. Without the specific guidance on how this will be implemented, implementation by me will not be well thought out and accomplishable in the remaining time from now until July. More information and specific links on how pay bands have been established in other DOD organizations should have been provided to give a basic understanding of how it was applied and how the execution works. The document is as clear as mud when it comes to specifics of the intent of program implementation and execution. Budget cycles are already established and current budgets do not allow for the current implementation schedule imposed on this organization. The implementation guidance needs to be well in place prior to budget execution year so adjustments can be made to accommodate this system and make it effective. Positive comments on new system - As a manager, I am inclined to believe that this system is long overdue. It will allow me the latitude to better meet my mission requirements for TDYs, shift requirements and deployments. It appears to provide (don't have implementation guidance) the necessary vehicles for me to reduce or eliminate many of my personnel problems through reward based performance and allowing for future reduction of employees pay bands that do not meet performance standards.
