NSPS is a slap in the face to the dedicated civil servant.This is another way for management to get what they want and not be responsible for the problems it will create. Pay banding will create the GOOD OLD BOY system all over again. The managers can't handle the performance system they have now. How will they ever control an un checked system as pay banding. This will breed corruption and abuse. The changes in RIF rights based on performance rather than lenght of service will serve as a plateform for distruction of moral. It will also build into itself an age discrimination factor. Is this another way of getting rid of the CSRS employees. Verterans perferance is also weakend by this new law. There are to many unanswered questions in this new law. To be determined in later inplementing guidance is not good. I don't trust you. This is a political mess. This will weaken our ability to support the military. This law stinks
