When I chose to work for the Government I was pleased to see it offered protection against losing your job because someone doesn't like you. After working in private industry for over 15 years I was amazed at how many people were handed a pink termination slip on Friday afternoon with no previous notice or reason. NSPS puts the federal employee in the same class as those poor unsuspecting employees. The new NSPS strips away my rights as an employee and puts me at the mercy of a supervisor who may not like me as much as another employee because I don't socialize with him. He can easily hold back raises or let me go for no substantial reason. Also, to only think that the new system and pay banding will enable the Government to hire the best people for the job is naive. I have been working as a civil service employee for 26 years and I have been appalled by the personnel actions of organizations under the pay banding system - namely - NAF personnel. I have seen numerous federal employees denied positions because the selecting official hired a friend who was less qualified. A perfect example of this is the NAF hiring actions at Dugway Proving Ground. I will retire within the next few years so the change of personnel systems will not have a drastic effect on me. However the new NSPS is not the employment contract I signed when I agreed to work for the Government.
