RIN 3206-AK76/0790-AH82 Note there is no language in the NSPS enabling regulation that speaks to how management and supervisors are going to be held accountable for implementing a fair pay for performance system, nor how they will be measured as to how they utilize the flexibilities of NSPS to meet mission requirements. The regulation only addresses what authorities can be exercised by management/supervisors to employees. OSD needs to publish the job families/groups or categories to allow comment on what is planned. It also needs to publish the planned pay bands. How can the general public make comments about what is not transparent?
