I have now read perhaps twenty, randomly chosen comments. I was looking for a positive comment and can’t spend any more time on this. I found it interesting; not one of the comments I read was in favor of this new system. Having experienced pay banding at Edwards Air Force Base in the late nineties, I am concerned. The NSPS sounds exactly like it. For unscrupulous management it opens the door to reward friends and take the “good old boy” system to new heights, just as happened at Edwards. Unfortunately for the Air Force over half of the work group I was in gradually walked out the door taking the corporate knowledge with them. My second observation is why we are bothering to comment on a system that will be implemented in July 05. It seems like the comments don’t matter, the requirement of asking for them is merely checking the box, if the timetable for implementation has already been set. If this new system is implemented DOD wide I know of one employee who will be looking for a job with the Forest Service.
