This legislation is completely unnecessary and will only hurt the hard working DoD employee. At a time of lowering morale among workers does the DoD really want to hurt them any more. It appears so. Right now DoD management has all the tools needed to accomplish what the NSPS hopes to achieve. However, DoD has shown reluctance to use the tools it already has. What this really boils down to is a blant desire to break the Union of Government Employees in the name of National Security. Case in point. The DoD has said that it would use numerous meetings with its employees, unions, and management to design the new NSPS. The meetings supposedly took place last year. However, it's very apparent that DoD was not serious in its stated desire to use the input of its employees and their Union. Why is it apparent that this input was not used? Because the current proposed NSPS is virtually identical to the system put in place at the Department of Homeland Security. Remember, the system put in place at the DHS was done before there was such an agency. Given this I don't think that DoD met its obligations and firmly believe that this new system should not be allowed to go forth. Thank you.
