Comments:
I find the proposals under the "National security personnel system" to be very counter productive to a smooth operation of the DOD. Theese proposals leave so many items from, pay to RIFS up to a supervisors discretion, favoritism will shurely come into play and create bitter rivilrys between workers and management. Also many of the details of the pay scales etc. do not seem to be spelled out. While the current system does have it's faults, I do not understand the bennifits of this drastic change to the way we opperate
