5 CFR, part 9901 It is a sad day when government replaces the Federal Merit System with the new NSPS. The Federal employees will have lost all their protection they have fought long and hard for under the Federal Merit System for over 60 years. It will be eliminated with one stroke of the pen. This is part of Mr. Rumsfield plan to integrate the civillians (civil servants) into his military war machine. Which includes the assignment of civillians any where, any time, including combat zones at a moments notice without appeal process to an independent board of review. The NSPS is being forced upon the government civillians, is this the land of Freedom or a Dictatorship. Our Government exports the idea of freeing the people of Iraq and building a free country in the Middle East. The same cannot be said for the government employees of this Country if NSPS is implemented. Currently DOD government employees volunteer for assignments in combat zones, a decision made by the individual not by the Command. As for pay raises, under NSPS it will be at the sole descretion of the supervisor with no avenue of appeal to an independent board of review. There will be favortism by the supervisor, a few employees will get large raises while the others little or no raises. There is already favortism with the current cash award program. A few favored employees who reap the awards while the others get nothing, all at the descretion of the supervisor who made the recommendation for the cash award. It will be a sad day for government employees when NSPS is implemented, I can only look forward to the day I retire and leave government service.
