I feel that the nsps will be the downfall of the civilian work force Pay adjustments/raises should be given equally Performance ratings should be able to be arbitrated if need be Layoff/rif situationsand veterans preferance should not be changed I work with a military supervisor,I have been at luke afb for 14 years and in that time Ihave had over 10 different supervisors,so allowing a temporary supervisor with hardly any or if any supervisory experience I think allowing aperson with such limited experience to make decisions on my pay raises/increases or my performance awards is wrong
