MY FIRST COMMENT ADDRESSES FUNDING FOR GENERAL SCHEDULE PAY. GENERAL SCHEDULE JOBS WERE APPROPRIATED FUNDS IN THE PAST. UNDER THIS NEW SYSTEM, WHO GUARANTEES SALARIES SET AT A PARTICULAR PAY SCALE/BAND AND CORRESPONDING TABLE OF DISTRIBUTION ALLOWANCE (TDA) JOB SLOT/JOB ASSIGNED NUMBERS. IF SALARIES CAN BE DEMODED AT THE SUPERVISOR'S DISCRETION, WHO GETS THOSE FUNDS? THIS IS A SYSTEM BASED SOLELY ON THE FIRST LINE SUPERVISOR'S INPUT WITH NO APPROVING HIGHER AUTHORITY AS WITH THE PREVIOUS APPRAISAL SYSTEM. THIS NEW SYSTEM PROJECTS A ONE-SIDED POSITION OF THE SUPERVISOR AND MAKES IT VERY DIFFICULT FOR AN EMPLOYEE TO DISPUTE. THE DISPUTE BECOMES A HE SAID/SHE SAID INCIDENT. THIS NEW SYSTEM PROMOTES A BUDDY SYSTEM OR FAVORITISM SYSTEM. EVERYTHING THE CURRENT EEO SYSTEM PROMOTED FOR THE BETTERMENT OF EMPLOYEES AND MANAGEMENT, THIS NEW SYSTEM DISPUTES AND PROMULGATES DESTRUCTION OF THE EMPLOYEE AND MANAGEMENT RELATIONSHIP. OUR CONSTITUTION PROMOTES A BALANCE OF POWER AND THIS NEW SYSTEM DOES NOT.
