Comments:
“Public Law 108-136 provides the DoD with the authority to meet this transformation challenge throught development and deployment of the NSPS”. Public Law 108-136 was the result of a ‘knee jerk” reaction to the 9/11 incident. 9/11 did not occur due to any issues with the civilian personnel system. Lack of communication between Government agencies seems to have been part of the reason why 9/11 was not prevented. A new personnel system is not needed to improve communication.
