“The attacks of September 11 made it clear that flexibility is not a policy preference”. The attacks did no such thing. What is made clear is that there are those who disagree with American foreign policy. It made clear that there are people who feel so strongly the disagreement that they are willing to martyr themselves for their beliefs. Flexibility of the civilian personnel system has nothing to do with the causes of the 9/11. Changing the civilian personnel system will also have nothing to do with changing their beliefs. Flexibility is “an absolute requirement” only in the minds of those who wish to destroy a proven civilian personnel system under the guise of “national defense”.
