“As the Department moves away from the General Schedule system, it will become more competitive in setting salaries and it will be able to adjust salaries based on various factors, including labor market conditions, performance, and changes in duties.” indent A new civilian personnel system is not needed to accomplish these goals. Congress passed the Federal Employees Pay Comparability Act so that General Schedule salaries more closely resembled the salaries in the market. Each year, the President has chosen to ignore this law. As a result, salaries are not competitive. indent The “Re-inventing Government” policy of the Clinton administration, took away performance incentive. It made everyone “team players” but no individual received individual recognition or monetary awards. It was not the civilian personnel system that killed initiative, it was the lack of rewards.
