Comments:
The pay for performance will make the GS system a system for friends and old boys. I have watched unfair actions of the military officers, seeing people given bonuses because they go to the same church or live in the same neigborhood. This will be the most subjective pay system and many excellent healthcare employees will be lost because of this new system.
