Sort of like “do more with less”? There is too much work to do by understaffed organizations.indent The problem with attracting skilled, talented, and motivated people, is that Federal pay is too low.indent Retaining and improving the skills of the existing workforce? Why have there been years of early retirement incentives and searches for volunteers for early retirement? Lack of funding is the answer. When there isn’t enough money to pay the skilled, talented and motivated workforce already in existence, they don’t stick around – except for the retirement benefits and a just and fair work environment. Just as there were not sufficient funds for their salaries, neither were there sufficient funds for training. In my work area, Information Technology, changes are plentiful and constant. Without training, no one can keep up. Again, it has nothing to do with the basic civilian personnel system – rather a lack of funding. We lost most of the “best and brightest” to early retirement, downsizing, consolidation, lack of training, lack of monetary awards - all due to lack of funding.
