I am a civilian employee who has worked for the Army at the Rock Island Arsenal for 28 years. I am writing to express a few of my concerns regarding the proposed new NSPS rules. The information passed out that I am commenting on is mind-boggling. I would need a lawyer to totally understand what it's all about. I am an ordinary person, working in a not-too-exciting field. All I want to do is my job and support the soldier in the field and my family. Most of the people in my directorate are fine, upstanding people, who care about the Arsenal and their jobs. We all strive to do the best we can possibly do. I am concerned about paybanding and loss of future cost of living allowances. As Government employees, we depend upon and plan for our upcoming COLAs, step increases, and grade increases. At this time, I am topped out as a GS-9. I feel fortunate to have climbed this far in my career, but I'm also afraid that the changes in the pay structure will cause morale to suffer. Favoritism and back-biting will abound. Job security will be non-existent. Formerly friendly co-workers who shared information for the good of the office will now hoard that same information or feed mis-information in order to make themselves look good, and in turn, make you look bad just for a few extra bucks! I can see it happening already! The implementation of this plan will create an unhealthy work environment. There will be no more "team." Not only will this plan degrade morale, but it will also affect recruiting and retention issues. While I'm all for faster hiring (and firing, if the case warrants), I'm totally against one supervisor having the ability to get rid of me if he doesn't like the way I look. Please consider changing the proposed regulations so that Government employees have a fair and effective workplace environment.
