I am a GS for the USMC, MCB Butler, in Okinawa, Japan for the last 2 years. Very little information has been provided to the GS employees here about NSPS yet we are scheduled to have it implemented on us within a year I believe. What little information provided to us has been a handout or E-mail with no explanation or training provided on it. Neither the Human Resource Office, military leadership, or civilian leadership has been proactive in training the GS personnel here about this program. I do not have the time to research obscure, incomplete, legalistic sources to try and comprehend NSPS on my own. Before NSPS is implemented it needs to be clearly defined, articulated, and the majority of the Civil Service must be educated on what exactly NSPS is, what exactly will change, what will remain the same, etc. I have been a GS for 6 1/2 years, 4 1/2 years with the USA and 2 years with the USMC, and neither service has done a good job of educating its GS employees; however, the USMC does a significantly worse job in educating their GS employees.
