I am against any changes to the current system that effects the current employees. The new NSPS should only effect employees that were recent hires and knowing of the new systems requirements. There is no reasons to strip employee rights or protection covered under title 5. The FLRA must continue to enforce title 5 so that that the employees will continue to have there collective bargaining right, rights to grievances and arbitrations before an impartial arbitrator. There is no reasons to take away employee rights to appeal to the MSPB adverse actions and the right to have the changes mitigated if proven that the agency conducted a harmful error or that they took the wrong action against the employee. The current MSPB case law should continue to be used.
