I Don't like any of it , this makes to easy for a branch head to play favorites using office politics to get bonus and pay raise. It is bad enough with the GS pay, I think it would lead to the GOOD OLD BOYS CLUB rapidly. If your supervisor doesn't like you, then you are history. NO matter how you perform! this going to lead to total disaster, another thing you need to shorting you title to National Personnel System NPS the security label is very misleading. I am total against the whole NSPS system AND NAME. W/R JOHN BAYSINGER
