It's quite obvious that this new personnel system is intended to roll back the reforms made by the Civil Service Reform Act of 1978 and prior legislation. Nothing I've read so far explains why this new system is needed so I'll state it here. The new system makes firing employees much easier. Until "NSPS Myths and Facts," "Overview Brief" and "Fact Sheet" clearly explain with specific examples how the current personnel system "is inadequate to manage the diverse DoD civilian workforce in today's dynamic national security environment ..." this proposal should be dropped.
