Chapter 54- Human Capital Performance Fund. This was done several years ago for Supervisors Grades GS-13 and above due to the pretex of performance. It was found that the GS-15 and above paid themselves all of the incentive pay and none of the monies flowed down any further. What makes this new NSPS system any different when we have the same supervisors today in those grade levels? It didn't work then why change to this system. Chapter 99 "9903. Attracting highly qualified experts" In this if gives the authority to hire qualified experts when the DOD has experts in every field and the current Management does not know his employees to know what they can and cannot do. Recently our Management hired an individual that said she knew how to perform certain analyitical skills but didn't know how to perform these tasks as a GS-14 (she lied) and management has done nothing to correct this at all but gave her a great rating. She asked me how to do a simple access spreadsheet which she was not able to do. Why isn't management firing her instead of trying to promote her. Chapter 9, 9902(b).(6).(G) which states safeguards to ensure that management of the system is fair and equitable and based on employee performance. This new system is going to make it even worst that the current system because under the 'Wing system of the Air Force" you work directly for the Head of that organization who knows nothing about Contracting and directs you to do something outside the law and you state to him that this is in direct voliation of the FAR regulations set by Congress and he give you a bad performance rating because you were following the law and protecting the taxpayers interest. Why do you think this change is going to make it fair and equitable when Management does not want to know the FAR Regulations which can make the job easier that trying to go behind the Law.
