I want to express my great disappointment with proposed NSPS System. I really don’t know where to begin but I can’t help but feeling that it’s a scheme to screw the Federal Employee in the name of helping him. I believe it put to much responsibility for pay with the management. We’ve all had good and bad supervisors. I've had both and I’m glad that I’ve had step increases and cost of living adjustments available during periods that I’ve had a supervisor that have been more political or personally motivated instead of being motivated in supporting their employees, not to mention the men and women in uniform. I believe the system, as currently written, will have a chilling effect in the long run on the Federal Employment and the types of people we can attract and keep. Example, there is the possibility of DoD setting control points within payband, which will limit the rate of basic pay. I’m further bother that the under NSPS, there will be pay pool managers responsible for the ratings and distribution of the payouts in a given pay pool. My supervisor could recommend a rating and shares for me, but the pay pool manager might decide differently. Also under NSPS DoD will decide which parts of the organization and which jobs will be combined and what percentage of payroll will go into each pool. Some pay pools might have proportionally less money than others, which will mean smaller payouts for even the top performers in that pool. I’m further concerned about whether or not I we get anything after 2008. I'm concerned that hard working employees, such as I, could or will get screwed by NSPS. I don't think this has been thought through effectively. Maybe we all should get to vote on Supervisor's pay.
