Comments:
General: I believe the proposed NSPS will discouraged many people from entering the Civil Service career field and that those in the system now will be undermined. Subpart C Pay, Section 9901.301 to 9901.373 We have a saying, "If it is not broken, don't try to fix it!" The system that we have now works and is fair for every DoD civil servants out there. The employees in DoD should continue to receive the same pay across the board adjustment that other GS/FWS workers receive. Subpart D Performance management 9901.401 to 9901.409 To ensure fairness and accuracy, DoD employees should be able to challenge and appeal performance rating to an independent grievance and arbitration process like now. We should move forward not backward.
