Sectio 9901.602. DOD has failed to provide a sufficient explanation for how this subpart will be administered. Relying on implementing issuances in unacceptable, and denies Congress, the taxpaying public, and democratically-elected representatives of DOD civilian employees with a legal opportunity to offer comments as to how such authority should be exercised.
