The many flaws of this new system are detailed in the various comments that have been received thus far. I would add that this system seems to be based on the idea that long term employees are somehow not motivated, hindering the ability to accomplish the mission and only care about collecting their fat paychecks. I see this system as being geared toward attracting new employees and not retaining them. When an employee's base pay is stuck at the level of entry (as awards and bonuses do not affect base pay) you are encouraging people to stay for a short while and then move on. The value of experience is marginalized. Anyone who has experiance with a military environment knows that a balance needs to be maintianed between the transient military population and a stable experienced support structure. This system will spell the demise of this stable structure and will doom many units to re-learning lessons already learned.
