Comments:
The Department of Defense and Office of Personnel Management have not followed the instructions that were given them by Congress in the development of NSPS. Congress instructed DoD and OPM to include the employees unions in the "planning, development, and implementation" of NSPS in addition to protecting the bargaining rights and due process rights of the workers. This collaborative work with the employee unions has not happened. DoD and OPM should follow the law as it was intended.
