From my understanding, the NSPS takes away the hard-working and dedicated employees sense of gratitude beings that if one has a difficult and unfair manager, there's a hope of reward regardless of the relationship between the employee and manager. The employee could always look forward to a step increase; however, if their performance was not satisfactory, the supervisor had the authority to deny the increase. I'm a little concerned that the newly proposed personnel system has a little flavor of the former "good ole buddy" system and may cause a large number of grievances to be filed.
