I still think the whole NSPS sucks. You want to treat us civilians like soldiers but not pay us like soldiers. Soldiers still get annual pay raises and every 2 years longevity pay raises, yet we civilians don't deserve that. Soldiers promotions are based on performance and we are not scrapping that whole process. I think we civilians are are being dupped into accepting this half baked new system without proof that the old system wasn't working. If it wasn't working it was because of the leadership, mostly military, who are not getting rid of the poor performing civilians.
