The public is being asked to comment and suggest recommendations for the NSPS. I have read the information provided on the web site and attended the meeting provided by the Department of Navy. It is a pretty web site, but there is no real information provided in it. The meeting was certainly interesting, but it provided no insight. I am concerned primarily about two aspects of the system - the pay bands and the RIF procedures. I do not understand why there are not more details, since the demonstration projects have been used for more than ten years. Pay bands have already been established; therefore, why are there no specifics. Since it is to happen for the first spiral this summer, certainly they must have been established. Also, from what I understand this is based on the system for Homeland Security which is in place -- again I ask where are the details. From all the information I have read, you are working to get "buy in" from the employees. To get "buy in", you are going to have to give information. Not providing details only brings about mistrust.
