Comments:
I feel that this will not be a fair system but will be political within your work area. Some will be rewarded while others won't be. Also, a civilian should not, under any circumstances, be deployable. We have a job to do here that we were hired to do and should be allowed to do that job to the best of our abilities. Why is it that we the individuals involved never see to have a say in what affects us in every way. It is not a fair system and should be left as it is. It is working, why would you want to change something that is already proven?
