I am concerned that DOD will have control of the funds for our pay. I foresee that the money will be used for other things other than paying the civilian work force. The proposal states that our pay won't change initially, but will it change in the future. Are we guarenteed that our pay will not ever be less than what we are getting at implementation? I am also concerned about the statement of replacing military personnel with civilian personnel in certain jobs. I agree this is a smart idea, but will the jobs be offered as voluntary or will an employee be forced to take one of these jobs? If the employee refuses the job, will they be fired? Will we ever get a Cost of Living Raise under NSPS? Who will determine what pay band we will be placed into? The good old boy system will come back for the pay raises. I believe that supervisors don't have the control of their employees that they should, but I don't agree it should be their judgement alone to determine an employee's pay raise. The employees will have to backstab each other to make sure they look better than others. Some of us work as a team and I see that concept getting pushed aside. It will be every person for themselves.
