I manage two programs here at Rock Island Arsenal. Just about every program we manage supports the war fighter and some have high visibility. One of my programs isn't as glamorous as some of the others but is just as important. We produce a mobile lab that checks fuels in the field. It replaces a stationary lab that isn't very versatile and is relies on a lot of support to relocate. The need to be independent is important when you cannot get support on time. I also rely on the support of others to produce this product. I have encountered numerous delays with contractor deliveries that is critical to meeting schedules to support the war fighter. I'm not saying that they don't care or that they aren't giving their best effort. However, I feel that there is something wrong when they can only make schedule when monetary incentives are offered. We sure don't do business this way and prefer not to do business with others who do. I am not opposed to sharing work with the private sector as long as we have Government facilities in place to produce products on time, when we need them. RIA produces a lot of complex jobs that no one else would consider. Who will the Government have produce complex components when you don't have Arsenals and Depots to go to? Just remember, the ultimate fighting machine runs on water, everything else runs on fuel.
