I do not believe the proposed system is in the best interest of existing government employees. The proposed system will enable management officials, of which I am one, to control employees and rule them with a degree of fear. The employee will have to perform at a level tha management deems necessary and will not be connected to a specific published standard. It gives the appearence of management being able to establish a 'good ole boy system' within the subject organization. If the employee is not one of management's good ole boys, there will be no raises and possibly removal. I do not see this system as advantageous to the individual employee who has spent his entire adult life serving the United States Government. The existing system provides the tools necessary to manage a workforce properly, but the fact is that management does a poor job of managing the workforce properly. Good managers are necessary for a good workforce and good managers are in short supply. Thanks for the opportunity to reply.
