The new NSPS is designed to re-intrduce the good-ole-boy system, personnel are going to spend more time trying to justify what they do that doing the job, this comes from personnel that participated in the demonstration programs. This program will allow for favortism and threats to peoples lively hood. While I do like the thought of the process to hire and fire more easily, the people who thought up this plan do not have to participate in the program, if this were the case certain personnel at the top of DoD woould have been fired already. One of the things that work in the current personnel program is knowing that we the workforce are not vying for bonuses and such with our counterparts, the salary structure is known thus allowing us to do our jobs without the conflict of trying to go one up on a peer. I manage a program with a value of $185 Million, while one of my counterparts manages a program worth $1 Million, since dollar figures are attached to responsibility how can we be judged on a equal basis? Instead of a total personnel system overhaul, the current system should be modified some and not take away the rights people have worked hard to obtain. More thought should be given this new program rather than one person trying to make a mark for himself.
