I have been under the Contibution Based Evaluation system for 8 years, CCS. Many of us have noticed that cooperation with other workers has diminished as the game became to claim the most contribution for oneself in each of 6 contribution areas. I foresee that the proposed performance based system, NSPS, shall do likewise and everyone shall be trying to get as much performance to him or herself each rating cycle. Morale is low in my organization largely due to CCS, a feeling no matter how much one contributes, the rating is strangely about the same, and one cannot break out of it or get promoted somewhere else, or even transfer to somewhere else. Do not adopt NSPS, it is foolhardy.
