This change will destroy public labor unions. Who's going to raise a voice if one knows he/she will be penalized in their paycheck or chance for advancement? This puts absolute power in the hands of management and we all know, "absolute power corrupts". This legalizes "the good ole' boy system", even makes it mandatory!
