This NSPS needs serious re-consideration. The Federal workers have fought for years to get away from the good old boy system and this will be a tremendous set back for those efforts. You say pay for performance when supervision can't even get the appraisal system in place right? When supervisors are to busy going to meetings to know what employees are doing the work. This is a bad idea. Where is the protection for the workers who do their work without sucking up? I have already heard management refer to this as if you don't volunteer it might cost you money? I believe all employees should have bargaining rights. That step increases should be automatic because management does not do their jobs already and this system asked them to do more? I believe this will impact the work force in a negative fashion. I belive it will hurt morale and production. This is wrong and unfair!
