General NSPS. If additional duties and responsibilities are added to a person's job, how is this reflected in the person's base pay, if it is not enough to move him to the next pay band? How can you move to the next pay band, is it only by a job opening in that pay band? Will there still be upgrades to positions? I notice that one of the criteria for bonuses is supporting the mission. Isn't that going to give a unfair advantage to people who work in the operations centers over the ones that work in support functions? I am not sure this is going to promote teamwork. Most people will not want to work in support organizations. Is there going to be a review of people who are constantly looked over for bonuses? There could be people who are in pay bands for years and never get a bonus. It appears that this system is going to divide the workforce. Later on the only ones in the high paybands will be the type A people, most of the others will have gotten out or be in the lower bands. Is the goal of the NSPS to hire contractors to do all the support functions and shrink the work force so it only deals with operations?
