The "No Pay for Performance Plan" will be set by a supervisor or a group of managers. This becomes a huge opportunity for abuse and game playing. It will not be based on performance but who kisses the boss' behind. When you eliminate within-grade increases, because I have an unfair incompetent supervisor; I do not receive a raise. I am also concerned about not having union representation. To allow the supervisor or group of managers make a decision without outside reprensentation is a foul. How can I receive a fair hearing when normally, I person I have concern about will be the one rendering the judgement.
