Comments:
First section page 7553 Para. "Relationship to DHS" for DOD workers; a general comment- it is not clear to me how DOD people (who work on weapons for war) are related to National Security. Does that mean that the our position descriptions will be changed to include more work for homeland /national security? This will be costly to the government because extra work will increase salaries for everyone (now that they have to do their regular DOD work and homeland/national security work). You should go back to the drawing board and rethink what your goals are here.
