I want to voice my opposition to the proposed personnel system. Although I believe change can be good, I don't believe change without the complete thought process is good. Clearly this new system didn't complete the thought process. After years of one side of government pushing the team concept and team player approach, you are about to change all that with pitting employees against each other, employees against management and management against employees. This new system is playing with people's lives and I'm afraid the concept of people "going postal" will be back in the news. The ability to fire people at will, lay off people with no regard to seniority, deploying people around the world at the discretion of one manager that might have gotten up on the wrong side of the bed that day can be painful to a lot of people. I don't see the rush in implementing this plan when we are in the middle of a war and everything else is out of whack. It appears the plan is being slipped through the back door while the attention of the workforce is focused elsewhere. I just think such a major change in the personnel system could take a little more time, involve the workforce and unions more, and have a little more thought and publicity to what is involved with the changes.
