With over twenty five years in the government service and have seen many different programs come and go this in my opinion is just another form of the GOOD OL BOY system where the boss's bother in law or buddy would reap all of the rewards and have none of the requirements due to protection provided by the person making the judgment, HIS BUDDY or Brother and LAW. This system is completely unfair and ridiculous and should be scrapped with out further consideration. This system would do more harm to our already fragile system than good! This system is also in my opinion just another way for money that is allotted to the federal system to be directed to other area's that could be a favorite money making prospect to be gained by the governing personnel either under the table or to be had at a later time. There have been many proven cases that high ranking official’s use there office to further line there own pockets and I believe this new system would be such a tool for them or he/she to use.
