I wish the government would stop using my tax dollars to keep changing things. The system that is currently in place is most adequate. The problem is it is not used correctly. Sure, it still has the "good ole boy" stigma with rewards based on that, but no matter what system is developed you will never be able to get away from favoritism. There are already processes in place to hire and fire people so use them and I don't believe the yearly performance (Quality Step Increase) award is mandatory. So, stop wasting time and money and put what is already out there into use.
