Performance Based Pay (page 7560) Section 9901.409 This should not be placed in the hands of the first line supervisor as it will lead to abuse. Most federal mangers have little or no formal training in management and have a history of abusing power. What is to prevent a supervior who controls your paycheck from suggesting that you attent political meetings, social events, or religious services and then taking it out on you if you decline. 7. Management Rights (page 7570) 9901.910 I have been told that these changes would allow me to be ordered to a combat zone within 72 hours without recourse. As a Vetnam era veteran I made my choice not to be a career soldier many years ago and I when I was hired there was no mention that I could be assigned to a war area. To change these rules at this time (after 333 years of service) is totally unacceptable. 11. Repersentation Rights and Duties (page 7571) 9901.914 This waters my union down to nothing but an advisory group. There is no reason to change our current system period. 12. Unfair Labor Practices (page 7571) 9901.916 This change takes away the union most important tool to stop management from just changing things because they want too. Again there is no reason to change the current system. 9901.919 There is no reason to do away with my local contract. The DOD is the biggest employer and therefore with have a number of labor agreements . Deal with it.
