At present, grade structure indicates employees' level of expertise, skills, accountability, performance levels, etc. I am uncertain how consolidating grade levels into bands will enhance employee performance levels. I have a tendency to believe that banding will actually dilute and decrease individual performance levels. Particularily from the higher grade to the lower grade in each band, and I do not forsee that increase performance levels from lower grade to higher grade in each band will offset the overall work force performance. I agree the Gov't needs to establish incentives to bring out the best of its employees, but do not forsee that NSPS is the solution. While the Gov't will accure considerable savings thru the NSPS implementation, the work force may become less productive and effective as the Gov't groups individuals to broader/common bands and levels of accomplishments.
